Define what must keep working

A legacy system can be expensive to maintain, but an export does not necessarily preserve the business’s ability to use its records. Identify the actual retained-record purpose before shutdown: retrieving an inspection report, understanding a historical decision or responding through an authorized records process. The responsible owner must separately establish which records should be retained, restricted or disposed of under the applicable obligations and holds. Optional licensing interest should not define that retention decision.

The UK National Archives’ February 2017 digital-continuity guidance describes usability through finding, opening, working with, understanding and trusting information. That technical framework, read 8 October 2026, is useful for a retirement review. Its older legal examples are not used here as current law. Your records and legal owners need the actual applicable requirements; the technical review tests whether the approved information remains usable.

Complete a retirement acceptance record

This hypothetical business selects 24 deliberately chosen legacy forms that exercise its important retrieval cases, plus eight linked report attachments. All 24 forms can be found and opened in the proposed archive, but only seven attachments open. Two legacy status codes lack a retained dictionary. The approved example report can be reproduced, while archive access and a restoration exercise remain unverified. This is a risk-focused test set, not a statistically representative completeness claim.

The completed retirement decision is hold. The missing readable attachment and code definitions prevent the proposed archive from meeting the stated usability needs; access and restoration still require evidence. The sponsor assigns those issues rather than accepting a count of successfully exported rows. Passing these checks later would support this scoped retirement decision, not establish that every historical record was migrated correctly or that any of it may be externally licensed.

Preserve the context that the old application supplied

The source interface may have shown code meanings, authorship, correction history or links that an export leaves behind. List which of those elements the approved use requires and where they will live after shutdown. Do not translate the two unknown codes in the example from memory and label the result authoritative. Locate the historical dictionary or preserve the uncertainty with the records it affects.

The National Archives explains that technological or organizational changes can lose content, context and audit history. In this proposed review, the records owner checks the contextual requirements while the system owner confirms how the archive will provide them. An inaccessible attachment is a separate failure from a missing code definition, even if both concern the same form. Assign fixes to the relevant evidence surface rather than repeatedly exporting the same incomplete file.

Test controlled retrieval and restoration

Run the approved retrieval exercise with the role that will actually use the archive, not only an administrator’s account. Confirm that the intended record can be located and read, and that restricted material stays outside that role’s access. This is a proposed internal acceptance check, not permission to expand access. The records owner decides the permitted workflow and the system owner records its outcome and remaining limitations.

A restoration exercise should recover the retained package into an authorized test environment and repeat the relevant readability and interpretation checks. Simply noting that a backup file exists does not show that the approved use can resume. Identify who maintains viewers, dictionaries and access controls after the original vendor or application is gone. The hypothetical sponsor keeps this support responsibility unresolved until a named owner accepts it.

NARA describes recorded file actions, validation and backup-restoration tests in its own preservation program. That is a bounded technical example, not a universal retention rule. For this retirement proposal, keep the restoration test’s package version, authorized test role, findings and responsible support owner with the acceptance record. An earlier successful test should not approve a later archive version that changed attachments or access.

Keep shutdown, disposal and disclosure as separate decisions

Use a dated retirement record containing the approved scope, failed and passing cases, unresolved issues, responsible owners and the final shutdown authority. Link it to the applicable retention and hold decisions without inventing a common retention period. If the required purpose changes, reassess the acceptance needs rather than retaining every record indefinitely for a speculative commercial opportunity. A technical success does not answer whether a record should be kept.

Inventory can identify forms, attachments, dictionaries and audit histories; readiness can track what still blocks the scoped retirement. Only the responsible sponsor can accept resolved exceptions for that actual business purpose. If a later commercial discussion arises, start a fresh rights, privacy and recipient review of the proposed description or material. Retirement preserves approved internal usability; it does not grant VOID, an evaluator or a buyer access to the archive.
